Permanent Account Number is mandatory for financial transactions such as receiving taxable salary or professional fees, sale or purchase of assets above specified limits, buy mutual funds and more. It also serves as an identity proof. Request for a new PAN card with the same PAN or/and changes or correction in PAN data can be made by filling up the form for ‘Request for New PAN Card or/and Changes or Correction in PAN Data’. Those already allotted a ten-digit unique alphanumeric PAN shall not apply again as having or using more than one PAN is illegal.

PAN is Necessary for:

The PAN (Permanent Account Number) card is an important document for conducting even the most simplest of financial transactions like opening a savings bank account or applying for a debit/credit card. All existing assesses or taxpayers or persons who are required to furnish a return of income, either on behalf of self or others, must obtain PAN. Any person, who intends to enter into economic or financial transactions where quoting PAN is mandatory, must also obtain PAN.

  1. Do use Form 49A for making application for allotment of PAN.
  2. Do fill the application in block letters in English and preferably with black ink.
  3. Do paste a recent colour photograph (size 3.5 cm X 2.5 cm).
  4. Do provide the signature within the box.
  5. If thumb impression is put on the application form, do get the thumb impression attested by Magistrate or a Notary Public or a Gazetted Officer, under official seal and stamp.
  6. Do provide correct AO code in the application.
  7. Do specify AO code as below if applicant is a defence employee
    1. Army – PNE W 55 3
    2. Navy – MUM W 11 8
    3. Air Force – DEL W 72 2
  1. Do attach Proof of Identity (POI), Proof of Address (POA) and Proof of Date of birth (PODB – applicable for Individuals & Karta of HUF) as per ‘Rule 114 (4)’ of Income Tax Rules, 1962.
  2. Do provide the POI, POA and PODB which have name exactly as written in the application.
  3. Do provide details of Representative Assessee in column 14 of application form, if applicant is Minor, Idiot, Lunatic or Deceased.
  4. Do provide POI and POA for Representative Assesse also, if Representative Assessee is appointed.
  5. Do write the complete postal address in the application with landmark.
  6. Do mention correct pin code in the address field.
  7. Do mention telephone number / e- mail id in the application.
  1. Do not overwrite or make corrections in the application.
  2. Do not pin or staple the photograph.
  3. Do not sign across the box (i.e. signature should be within the box)
  4. Do not provide POI, POA and PODB which are not in the name of the applicant.
  5. Do not write any additional details (date, designation, rank, etc.) along with the signature in the box.
  6. Do not mention Husband’s name in the Father’s Name column.
  7. Do not use initials in first and last name field.
  8. Do not apply for a new PAN if you already have one.

Guidelines for Submitting PAN Application:

  • Applicant who is going to apply for Pan Card should fill in his/her New PAN Application Form 49A “online” through UTIITSL’s site http://www.utiitsl.com/ under the menu option Services->PAN Card->Apply.
  • Applicant should click on “Validation” followed by “Submit” button once the application is filled in.
  • The filled-in application form is visible on the screen for thorough verification by the applicant. Applicant should verify it for correctness of the information being submitted.
  • If verified correct, Applicant can now go ahead with making online payment by clicking on “Make Payment” button on this form.
  •  Applicant will be re-directed to Payment Gateway site now by choosing either of the available gateway options – BillDesk and PayU India.
  • Applicant needs to carry out the payment attempt with his/her card details.
  • On payment “Success”, payment confirmation will be system-endorsed on the filled-in.
  • For “Success” cases, Applicant should “Save” OR take a print-out of the filled-in form visible on the screen through the “Print Form” option provided.
